My garden soil is very porous so it drains water very fast. The earthworms may be responsible too with their tunneling thru the soil. And the holes at the bottom of the bag dont help either.

So I spray the water on the soil which gives it some time to absorb. The mulch helps in the absorption too and I only water once a week or so. Of course I dont count the rainy days :)

The plant flowers a lot but many drop off too. Maybe its concentrating all its resources in filling up the growing tomato.
